What happens before PERM is filed

DOL is currently reviewing standard PERM cases filed around November 2025. This first version does not build a PWD or recruitment estimator.

1. payments

   Step 1

   Prevailing Wage Determination

   FLAG PWD as of June 30, 2026: PERM OEWS receipts at April 2026, non-OEWS at March 2026. PERMTime does not estimate remaining PWD wait.

2. campaign

   Step 2

   Recruitment

   The employer completes required recruitment after the PWD. Keep records. This tool does not track recruitment days.

3. upload_file

   Step 3

   File Form ETA-9089

   Once PERM is filed with DOL, come back with the filing month and year to compare it with the public queue.
